Neither attempt repaired the issue. I appreciate your help in the matter.

I am running IE6 on a WindowsXP system. On my home computer I cannot
access the site, although on my office computer (same config and both
have broadband) has no problem. I have tried clearing all cookies,
etc., running in safe mode, and trying to access through the IP
address direct. All to no avail. I also have done in the command
prompt a IP DNS clear. The only other thing to add is that I cannot
access the site through Firefox 1.5 either. I have also tried to
access the site through the main Navy site and working through their
link.

The site is blueangels.navy.mil

Check C:\Windows\System32\Drivers\etc for a file named HOSTS with no
extension. (Not Hosts.sam)
Make sure Windows is set to show hidden files and folders and is NOT set to
hide extensions for known file types.
If HOSTS exists, rename it to HOSTS.OLD
Reboot an try again.

Or, In a Cmd window, enter
ipconfig /flushdns
then clear your TIF also, and re-boot.

What EXACTLY happens when you try going to http://www.blueangels.navy.mil/ ?
Are you able to access the site by going to http://199.211.210.139/ ?
What happens if you open a Command Prompt window and run the following command?
ping www.blueangels.navy.mil
Do you get 4 replies?
How about ping 199.211.210.139 ?
What happens if you open a Command Prompt window and run the following command?
tracert www.blueangels.navy.mil
Does the trace complete?
How about tracert 199.211.210.139 ?
Is there a router involved?
Is there a third party Firewall program such as Zone Alarm or Norton Internet Security involved?
Are you able to access the site from Safe Mode With Networking?
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx?mfr=true
If not, what are the results of the ping and tracert commands from SMWN?
