You misunderstand.
You were supposed to save the .reg file and then right-click it and
select Merge.
I have no idea if it works in IE7 Beta and I don't see why you didn't
mention you are running a beta application before.
This group is for IE6.
In IE6 (XP SP2) I have the following key (it is not a file) as shown
in the .reg file:
HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Toolbar\WebBrowser
I can see ITBarLayout as a value for that key and could delete it if I
wanted to (which is all the .reg file does)

I gave you two links and I checked them both.
The first is a download of a .reg file.
What doesn't work?
When do you get "Document and Settings" opening on the Google link?
When you click on "Reset IE's Toolbar Menu" button?
When you close and restart IE?

You can try this to see if the toolbars get reset:

or if you have the Google toolbar:
Go to http://toolbar.google.com/fixmenu and click on the "Reset IE's
Toolbar Menu" button.
