Read my reply to you at 5:56p today in this thread. I have listed a few
sites where you can download the install file to your hard drive and then
install it from there, or you can burn the file to a cd once it is on your
hard drive. These are meant to be stand alone installs, But, as you have XP,
why not try a system restore to a data and time prior to when this problem
started, if you have restore points that far back. I might be an easier
fix.
Here's the info again:

These are full version self-extracting .exe files. Download the file and
burn it to a CD. On the target computer, copy the file into a new, empty
folder. Click on it to extract it's contents into that folder. Then find
the ie6setup.exe or ie55setup.exe file (depending on the version you
downloaded) to start the setup.
When installing IE, it's best to first do a power-off reboot, then disable
any anti-virus program you may have running, then do a CTRL+ALT+DEL and End
Task on everything on the list except (Windows) Explorer and Systray. Then
try your install again. This method will help prevent any program you may
have running in the background, and the anti-virus software, from
interfering with the install of IE. Some AV software just plain messes up
an install of IE, and other programs may be using a file that IE needs to
update/replace/remove.
Also try this if you still need to reinstall the IE6: You will have to
uninstall the SP2 if you have it, and then reinstall the SP2 update.

IN case you run into the error that there is a newer version installed:
Kelly's site has a fix which changes the IsInstalled flag value to 0. =
For SP1 -
This enables reinstallation of IE.

Just download and double-click, then proceed to reinstal IE.
For SP2 -
If you have SP2, you will first have to uninstall it. Then run the utility
as descripbed above.
Ieinstall.reg simply makes the registry edit that's called for in the 2nd

installed" and refuses to install.
