Security settings locked at 'high'

Hi,

I am trying to change my internet explorer security settings
("internet" zone) from 'high' to 'medium' so that a certain web page
can display correctly. However, every time I try, it refuses to change,
spouting an error dialog which reads:

The recommeded security level for this zone is "High".
The level that you have chosen is lower than this.
Please choose a security level of "High" or higher.

Also, when I attempt to change the security level through the custom
settings, by resetting all settings to "medium", the system hangs.

Does anyone know why IE isnt letting me change the settings, and how I
might be able to pesuade it to?

Any help is greatly appreciated...
