You should not find any instruction to do just a regsvr32 command
with that module. Where did you find this?

Thanks for that. It's a typo in a recent change to that article.
Not certain what I should do now. In addition to following the instructions
here, I've run AdAware and Spybot, changed all IE settings back to default,
cleared all cookies, cleared all web pages, cleared all history files and
still can not access upi.com or bmo.com. Suggestions are appreciated.

What is your symptom with bmo.com?
Here's what telnet -f bmo.txt bmo.com 80 gives

Hence, make sure that you are allowing META Refresh (in Security settings)
Using the Default security settings for the Internet zone should enable that option.
E.g. doubleclick on the zone icon in the Status bar and click the Default Level button.
E.g. if you weren't allowing META Refresh that site would show you
a blank page in the browser but when you did a View Source on that
"blank page" you would see that. What happens then isn't clear to me.
Some users claim that pressing Refresh (F5) allows them to continue.
More obviously, you could extract the URL from the source, paste it into
your Address bar and click Go to continue manually.
