I don't believe that can be done - or should be done - as that would be a break in user-defined security settings.
But, as you have posted a scripting-based issue...

I want to enable "initialize and script Activex controls not marked as
safe when the user opens our intranet page and then disable the same
when page closes via script. I also need to know script to add a web
address to the local intranet in the security tab of the internet
