Were you logged on as Administrator when you tried to re-register the
Shdocvw.dll file? Try logging on as the true Administrator account, not a
new Admin account, and try it from there.

If you still can't re-register the Shdocvw.dll then take a look at the other
suggestions, try this one
Go to start/run
Type in: regsvr32 softpub.dll
Press Enter or click OK
Also...did you check the User account Cookies folder and see if there is a
Cookie listed in it for that sight, and if so, delete it? I can't see what
you have on your system or what settings you have, so I will have to rely on
you to be my eyes and look at the obvious items you have installed that may
have settings or features I have described that might be blocking the
cookies from being downloaded or renewed.

Tools>Internet Options>Privacy
Click Sites.
Enter website you are trying to log on to and click Always Allow:
Check the following:
Cannot browse certain websites

Go to the following and open with Notepad,
C:\WINDOWS\HOSTS (the one with no extension (not the .SAM one)
Rename it to HOSTOLD, then reboot.

Also, it is quite possible that during a trip to the Internet after your new
install, perhaps to update, if you did not yet have your AV installed you
could have picked up some form of scumware that is causing the problem.
And...yes, it 'can' happen just that fast.
Be aware, your Anti-Virus won't detect all types of warez, Trojans, malware,
worms, etc., and neither can other adware or spyware related programs such
as AdAware and SpyBot. They don't have the proper definitions. They must
also be run in Safe Mode with Hidden Files enabled in order to fully scan
all files. Even if you have run such programs and nothing shows up, it does
not mean your system is clean. It takes a series of programs to fully clean
your machine. Some very aggressive and damaging variants of malware can
replicate themselves repeatedly, or mutate, if not removed properly. Follow

IExplorer seems to work fine with everything else (as does the pc)
Just that cookie problem
For example, if I try msn.com, the Privacy Report red icon lights up on
the bottom right of iexplorer and shows that cookies are blocked - I
can try everything to allow it, but it always stays blocked
