Hi frustrated :-)
What kind of connection do you have? DSL, Cable, Dial-up? Check your Proxy
settings and see of they are set correctly. Unless you need a Proxy,
nothing should be checked in that area for a Proxy. If the "Automatically
detect settings" is checked, UNcheck it.

Try these easy steps first:
1. Open a command window from Start> Run> cmd. Enter the following command
then hit enter.
ipconfig /flushdns
2. Clear the IE cache. IE> Tools> Internet Options> General> Delete
files (and delete offline content when that dialog pops up) It's often
recommended that the TIF folder be kept at about 50 MB (Settings.)
3. If running a cable modem, dsl modem or router, have you, at some point,
shut
everything down for a few minutes? This sometimes helps.
4. Disable third-party security programs. Norton Internet Security, in
particular, has caused problems with XP SP2.

Thx for the advice. I'm using Xp with SP2 added. The problem started
after I
loaded Norton Personal Firewall. I have tried disabling the firewalls.
What
is weird is the fact that I can get "https" sites but not normal http
sites.
any http sites I get "can't find serve error" when I look at file
properties
I see "unknow protocol" where it should say "Hyper text tranfer protocol"

Internet Properties>Connections>Settings
Use tools>manage add ons to disable any fancy toolbars, Yahoo and Google
bars can give trouble, and any third party pop up blocking etc.
There are issues (Surprise surprise) with Firefox I hear at the moment
but
for testing purposes it will run perfectly happy alongside IE so you
could
try that and see if the problem still happens. If it does then it's not
IE
but the actual networking, if it stops happening then it's not guaranteed
to
be IE but there's a better chance something has upset part of IE.
Disable the option for firewall and virus scan to start with windows,
reboot
and try without them even starting... some firewalls don't close properly
once they start running (by design) and so stopping services may not
help,
only preventing them from starting will work.

Be aware that using either of these to actually remove spyware can result
in
some programs refusing to work, in other words "Free" programs that you
downloaded on condition you accepted ads and so called "Research" may get
broken and you might want to uninstall them first. Some spyware actually
breaks Windows trying to force it's way in and you should arm yourself
with
LSP-Fix before starting in case you lose internet connectivity.
