Try the following and see if it helps:

Delete the IE icon on your desktop. Then Go to Start>Programs>scroll down to
the Internet Explorer icon>right click on it and select Send to>select
Desktop, and close out

Then click on the new desktop icon and see if that will open IE with the
proper toolbars.

Reload Win2K OS.
I am able to open more than one window in IE but still have the toolbars
hidden and can't view/show them when opening from a desktop shortcut.
Still have to go thru Windows Explorer.
Will post again when I find the solution.

You will need to uninstall any post IE6-SP1 Win2K SPs before you
uninstall/reinstall IE. You will also have to go to the Windows Update
and
reinstall all the necessary updates after the reinstall.

I am running Win2K Pro.
I have exhausted all of the 'fixes' you have listed.
My biggest problem is having to open 'windows explorer', then
'favorites'
and selecting a site.
From then I can operate fine with the exception of not being able to
open
"popup' or new window (only one browser window).
Have even tried going back to "last known good configuration" with no
success.

Also, the toolbars seems to be mismapped. To resolve the
problem, see if this helps:

I know this has ben discussed several times but...
Problem is when opening IE from desktop shortcut the address toolbar
show
but all other ones are grouped under a MSN icon.
Deleting the shortcut and resetting a new ones has same results.
Opening IE from windows explorer/favorites gives me the complete set
of
toolbars.
I have tried several fixes that have been mentiones in previous
answers.
Also have a problem with opening 2nd window in IE. If link reopens
in
same
window, no problem.
