You don't mention the version of Windows you are using, but, try the
following and see if it helps:
From IE> Tools> Internet Options> Advanced> Browsing> Uncheck "Reuse windowsfor launching shortcuts."
If you have a toolbar or program running that blocks pop-up windows, such as
Yahoo Companion, Google toolbar, MSN toolbar, etc., disable them, Yahoo
Companion is known to cause various problems and should be uninstalled.

Hello,
I'm having trouble with IE- I can't use the control-N function to open a
new
window. Only one browser window will remain open at any time, with all
others closing immediately. How can I fix this?
