System Restore won't help with the History folder.

The ActiveX filter of McAfee (and possibly other) anti-virus programs can
interfere with the history function of IE. Just disable the ActiveX filter
(on the Internet Filter tab.)

But, deleting the History folder, followed by a restart is probably the
