So if I set up a user account for my 9 year old, she has to have the same content control as I do?
As the administrator I can not set the Content Advisor differently for a user?
If not, can I get additional software / plug in that would limit internet content my children can access?

There are several. Net Nanny is the only one that comes to my mind right now (I don't use that stuff).
