If you have tried all the information Frank and I provided and it did not work, and you don't wish to work in the registry, then try the following:
IE Fix http://windowsxp.mvps.org/IEFIX.htm
If this does not resolve the problem, then go ahead and do the
Repair/Reinstall. However, before doing this extreme step, make sure that
you have backed up all your data files, IE and if email files and anything
else that cannot be readily reinstalled:

If you jave SP2, follow the instucttions in the SP2 section:

However, be aware, once it has been repair/reinstalled, you will need to
immediately visit the Windows Update website to reinstall all the necessary
updates before you do anything else.
