Which OS?
Simplest possibility would be an IE Repair (ref KB194177)
You can get some of the same effects with some key individual regsvr32
commands such as the ones listed in these articles:

An alternative tack would be to trace the HTTP requests.
E.g. what is really happening when "they click on an icon"?
BTW that part of the symptom description is vague and ambiguous.
Have you watched this happening or is this just second hand
description from the end user?
