Your current security settings do not allow this file to be downloaded

I have one PC that is giving me the following error message. "Your current
security settings do not allow this file to be downloaded" I get this error
message in both IE and Netscape so I'm not sure if this is the place to find
help. Whenever I try and download any file, (pdf, zip, ect.) it gives me
the security message. I have tried making sure the Internet Options,
Security is set to medium and made sure the windows firewall is turned off.
I have ran Microsoft AntiSpyware, Ad-Aware, and Spybot. I also noticed that
I can't get to the Windows Updates page now either. (Not sure if that's
related or not)

Any help would be appreciated.
