As a first step, try deleting the Temporary Internet Files folder for the
affected user account. Login as another user with administrator privileges,
or from the machine's default administrator account (startup in safe mode)
and delete the affected TIF folder from Windows Explorer.

You would not be able to delete this folder when logged in as
yourself- it's "In use." You should be able to delete it from the
Administrator account.

It's often recommended that the TIF folder size be set to about 50 MB. Reset
that at Internet Options> General> Temporary Internet Files> Settings.

Next, I would not try a reinstall of IE yet, but work through the other
steps at http://www.fjsmjs.com/IE/redx.htm Try disabling third-party
security and other programs which might be interfering with IE. Before
disabling a third-party firewall, turn on the Windows firewall from Control
Panel> Windows Firewall.

The images problem (red x) doesn't necessarily indicate a malware problem,
but a thorough check for malware would be a good idea.
