Have you tried to run the XP repair? That should get you back to square one.
First, disable your AV:

The section Windows XP and Windows XP SP1: Edit the registry and install Internet Explorer 6 works on earlier versions of Windows.
Be sure to visit Windows Update site and let it scan for all needed updates and service packs afterward.

I tried downloading uodates, but the updates said there was none to go to
custom download, so me like a wally donwload windows xp and outlook express,
but they didnt download.
We my toolbar is like the windows 98 version and i cant get it back to the
normal windows xp sp2 colour blue...please help me
