Assuming XP - go to Start...Run, type in "services.msc" (no quotes), click Okay.
I take it "Protected Storage" does not show up there?
It depends on this file - C:\WINDOWS\system32\lsass.exe The lsass.exe file may be missing or damaged/corrupted. Is lsass.exe showing up under Processes in Task Manager?
You may need to run SFC:

IE's Autocomplete feature has recently stopped working on my system. I have
tried everything that has been posted, with the exception of enabling the
"protected storage" service that is talked about in one of the help files. I
cannot enable it because it does not show up in the list of services.
Please help...
How do I get this service loaded in the first place so that I can make changes to its settings?
I have already tried creating new user profiles (didn't work), deleting all
of the recommended registry keys (didn't work), repairing IE6 under the
Add/Remove Programs function (didn't work)
.
