Robco,
See if this helps.
From Control Panel, open Add/Remove Programs applet, and choose Set ProgramAccess and Defaults button. [ Alternately, click Start, Run and type control appwiz.cpl,,3 ]. Click the Custom button once. From the list that appears, select Internet Explorer and then click the OK button.

When opening a shortcut on the desktop for a favorite url, I get the above
warning. Options are open, save, cancel. I click on open and the warning
reappears. This happens repeatedly. I can launch IE (6.0.2900.2180) from the
start menu and all is good. I checked IE options and both "allow active
content" items are allowed, as per previous posts. I have recently
uninstalled the SBC/Yahoo browser package, perhaps this might have angered
the internet gods? Any help much appreciated.
