Can't open more than 1 browser session IE6

Early this week I noticed that I can't open more than one browser session
from my desktop icons. If I attempt to open a browser when one is already
open nothing happens. The second session does show in the task list however.
If I go to file and then new window in the browser that I am working in, a
second browser will start OK. I can also start other browsers clicking on
links. I also noticed that when shutting the system down the system can not
end IE6 normally, it asks me if I want to end immediately. Around the time
this started to happen I downloaded AceFTP freeware, and installed a new
version of Lotus Notes 6.5. I also was using a downloaded utility from the
weathernetwork to display weather info on my desktop. I uninstalled both
AceFTP and the weathernetwork stuff but there was no change.

Any ideas?
