IE does not install ActiveX-Objects

IE has stoppped to install ActiveX Objects. When I go to a website that uses
an ActiveX-Object (e.g. Microsoft Update) I get the Informationbar telling
me about the ActiveX-Object. When I click "Install ActiveX Object" in the
context menu a Messagebox with a security warning is displayed where I click
"Install". Then nothing happens and the ActiveX object is not installed.
I could install the Flash-ActiveX object by downloading the standalone
installer so it cannot be an issue with user rights (I'm doing this with
admin privileges).
This is on WinXP SP2 (all updates installed).
