Cannot access secure websites at all

Cannot access secure websites at all; here's what I have tried:

-System restore
-Virus and Spyware scans(no critical objects) using adaware, X-cleaner, and
normal
-All Firewalls are disabled
-Deleted Temporary internet files
-Configured security, content, and advanced settings in Internet Explorer
-Verified that the date and time settings on computer were correct
-Verifed that computer was using 128-bit encryption
-Used system restore to return computer to a previous state
-Verified the configuration of your third-party firewall or antivirus program
-Used the System File Checker
-Verified that the Microsoft Crypto Services was started
-Created a new user profile
-Still cannot access a secure website

I did re-register the dll files also. I followed the microsoft website
exactly and still no luck. Whenever I try to access my firewall I receive an
error message saying that firewall setting are not available(windows
firewall) and I am using Windows XP service pack 1 because I cannot update to
SP2 from the microsoft website. Everytime I try to redownload internet
explorer 6 with service pack 1, I receive an error about changing my proxy
setting. I don't have any proxy settings that I need to configure because
I'm using Verizon DSL. Any more suggestions???

P.S. The problem mainly occurs when I click on the checkout button on a
website such as smartbargins.com and I followed the steps under the KB
article for that message and still no luck.
