Your problem symptom is not clear.

Are you just missing the Local Security Policy shortcut in that menu?

Target: %SystemRoot%\system32\secpol.msc /s

Perhaps you can use one of the other console shortcuts you have
to know how to fill in the rest.

Try a search?

Use your Help and Support Center. (E.g. press Win-F1)
First check your search options (especially for the MSKB section).
I have everything checked *except* for both "Search in title only" boxes
and under the MSKB I selected product: Windows XP
and search for: Boolean phrase. I set the number to return to 20.

Search for (including quotes because of the Boolean preference)
"local security policy"

32 hits. 12 Full-text and 20 MSKB

Examples:

Full-text #10. Resources

even contains a link which launches secpol.msc from the Help window. ;)

MSKB #16. Description of the Software Restriction Policies in Windows XP

contains two methods for changing policy via the Run... dialog
(specifying use of gpedit.msc or secpol.msc)
