Then I suspect that you have a real nasty on system that is preventing you from accessing the Add/Remove. It is important at this point that you run the scans with the cleaning tools that I have provided for you in my first reply. If you can't access the Internet from your machine, print out the information list and download them from the Internet on another machine and burn them to a CD or floppy, then copy them to the hard drive of the infected machine. You can install and run them from there. Start with the CWShredder and About Buster, see if that gets you back into normal running.
Make sure that you also include the LSP and Winsock downloads, as removing some types of spyware can cause connection problems and this will help with that. As you have Win98, disregard any information related to versions after that. All the cleaning tools here can be used on Win98 as well.

If you have, or had, installed the "HotBar" browser tool, it is probably the
cause of the problems. Either get rid of it, as it is considered
ADware/Spyware, or you will likely continue to have problems. You should be
