Missing Information Bar and Active X control

The Information Bar is missing. I have not been able to get it to come back
at all.

I need to allow an Active X control (to update my anti-virus), but get the
error page saying that it was blocked. I have tried updating my windows
script engine and setting IE to allow all Active X (as a test only) but I
still get the error message. I tried changing it to prompt on Active X, and I
click on allow, but it still thinks that it is blocked.

I do get the popup blocked Information Bar, but nothing on Active X. I
suspect that my IE is damaged.

Running XP Home, SP2.
