The problem is due to some kind of scumware on your system. Try the following and see if it helps. Even if you have already run some programs, run them again according to the instructions in the information below to thoroughly clean you system. Some variants of malware can replicate itself and return repeatedly if not cleaned properly. It is best to read through all the information before you start to know before hand what you need to do and how. Follow all instructions to letter as much as possible. Read all instructions through to make sure you understand them and have all the programs downloaded and installed before starting.
WARNING>>>> Backup all documents and files before removing any spyware!!then you have a hijacker or other malware on your system that is causing this problem.
Download the following programs. Run all programs in Safe Mode with Hidden Files enabled:
(NOTE: If you can not download these programs from the Internet, if your PC has CD read capabilities, go to another computer with CD-ROM burning capabilities. Create a folder on the hard drive of the other computer called HOLD, download the programs to that folder, then burn that folder to a CD. Copy the HOLD folder to your HD and then install the programs from there
and run them. After you have IE access again, update all programs where possible to get the latest definitions and run them again in Safe Mode to be sure there are no lingering items on the system.)

Most importantly, be sure to run CWShredder, download from here: http://www.majorgeeks.com/download3019.html and this program, which searches for hidden .dlls that recreate the malware. Just started getting this problem. Often, but not always, when requesting to
open a link in a new window by right-clicking the link and clicking "Open in
New Window", the window will open, I see activity on the telephone
connection, and then IE crashes with the standard crash message: "Internet
Explorer has encountered a problem and needs to close..." The really
interesting thing is that when I say to "Send Error Report", I then get the
following message dialog:
"http://oca.microsoft.com/resredir.aspx?SID=1515&iBucketTable=1&iBucket=127388253&LCID=1033&OS=5.1.2600.2.00010300.2.0 Application not found".
This same thing also happens often when I have a pop-up window come up.
I have the pop-up blocker turned on. I have not tried turning it off yet.
I recently did install a small application from CitiCards that allows me to
generate a new virtual account number for use when shopping online, etc. In
order to install it, I had to enable automatic prompting for ActiveX
controls. I installed, then disabled this option. However, I have tried
running with this option both enabled and disabled, and the problem still
occurs. FYI, the virtual account number app does seem to work properly.
I am running Windows XP Home Edition with SP2 installed.
Any ideas what might be the problem here? This problem makes some sites I
use a lot virtually unusable. For instance, just to write this question, I
had to go to another machine because the New Question pop-up window caused IE
to crash!
