What version of urlmon.dll is the machine currently running?

Is KB867801 listed in Add/Remove Prorgrams?

(KB867801) I click on "Install", it goes through the motions, finishes OK.
Next day, same thing again.

Our IT department threw in the towel and doesn't know how to resolve this
issue.

Any suggestions?
