RE: unable to change security settings

Ok, hopefully someone will have had this before, because there is not much on
this error on the net. Now I have a second customer with the same issue! Cant
change the settings below default.
1 is XP Pro the other XP Home - both on XP 2 - using different antivirus
software and firewall programs. I have disabled both when trying to get
Internet Options to work.
I have read http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q182569
and understand the registry key for TemplatePolicies but I am unable to work
out if on of the values are incorrect, they dont a ppear to be when matched
to a working XP Pro SP1 machine.
I have run SCANNOW SFC - no change
