My boss had perhaps similar problem. His IE stoppew working after about ten
minutes using IE for browsing. He could still use other network services. We
managed to fix the problem, although we are not sure what was the excact
reason for that behaviour. Anyway, in our case problems started when
uninstalling VPN software. Uninstalling seemed to work smoothly, but it left
some network related stuff partially installed. I think there were
customized version of Zone Alarm, which was reason for problems. It worked
about that ten minutes and then blocked all access to any web site using
standard HTTP port 80. Because uninstall didn't work, I searched windows
registry and removed some device drivers. After reboot, everything worked
again.

So your problems could also be related to corrupted firewall. If you have
any, and you should have, try to reinstall it.
