help! erratic popup blocker behaviour

Earlier this week I upgraded my XP professional installation from SP1a to
SP2. All has worked well until the April patch update a couple of days ago.
Since then the pop-up blocker in internet explorer has been preventing any
pop-ups from working even when the pop-up blocker is disabled. Instead the
window appears to lockup. Sometimes it will just come back after a couple of
minutes (without opening the new window), sometimes it just reports a
javascript error (interface not supported) which is, I assume, the
windows.open method.
I've attempted a basic clean up through the tools->internet options,
emptying temporary internet files, autocomplete and reseting all of the
security levels. Any attempt to empty the autocomplete lists result in the
window hanging. I've left it for a couple of hours with no response. The task
manager in all instances shows no addition processor activity while this is
happening so I can only assume the the process itself has been blocked.
The same sort of issue seems to be affecting the download of active-x
controls which suggests it is part of the security settings but even putting
everything on "low" makes no difference to the situation.
The irony is the pop-up that allows me to enter this text worked - I just
can't figure out why!
