I'm not sure either but I suspect Sandi may mean Connections.
What do you see if you click on that tab? There may be named
dial-up connections listed in there which you could switch to and
set to be Default which might avoid your problem symptom.

There is a key called RunOnce. You may be able to use msconfig
to look for one (on its Startup tab) and even try disabling it (by unchecking it).

If you want to capture it you would likely find it listed in the Startup Programs
section of the System Information tool. E.g. Run...

msinfo32 /category SWEnvStartupPrograms

Tip: Click on the Location header and you will get something similar
to what msconfig's Startup tab shows but doesn't have any easy way
of recording.


BTW since you appear to have XPsp2 you cannot use the registry edit
procedure of KB318378 unless you first uninstall SP2.
According to the article (new to me) you could instead reinstall SP2.
