Well. That is interesting. That would suggest the file has either been renamed,
or removed.
To eliminate one of the possibilities, please comfirm whether you have an
Internet Explorer directory within your Program files. If you do, can you
further confirm that whether it does, or does not, have an file with the
internet explorer icon (the one that looks like an blue e). If you do indeed
have such an icon, what happens when you click it?

To be clear - this section assumes you cannot run Internet Explorer at all.
If this is not true, then please post back with details or when or how you are
able to run IE prior to downloading these files.
In the event the above fails or does not apply, we're going to try to reinstall
internet explorer. Please visit the following site:
http://www.microsoft.com/downloads/details.aspx?FamilyID=1e1550cb-5e5d-48f5-b02b-20b602228de6&DisplayLang=en
and follow the appropriate instructions to download the proper files. Then
proceed to do a full install of the aforementioned files.
Note - you're going to have to install these files on your computer to run
them. This may be a problem if you don't have a web browser installed. So, if
you do not have an alternate browser, try opening 'my computer', or another
folder, and then copy the URL in the address bar.
If the above doesn't work, please post back.

In your reply post, please include the following details:
1) Whether you have an internet explorer folder within the program files group.
2) Whether any of the files within this folder 'look' like the Internet explorer
executable (blue e), and if so, what their file names are and whether they work
to launch IE.
And, assuming you are unable to get IE to work at all, proceed to:
3) Try to do a full install from the microsoft website via an alternate
browser or using an open folder as a browser.
4) Whether this works, or if not.
Alternatively, if you are able to get IE to work in some instances:
3) Please indicate under what circumstances IE will launch, and whether it
behaves appropriately under such conditions.
