Some of the core Internet Explorer dll files may not be correctly registered.
To register key dll files for Internet Explorer;
>From your "Run" > Dialog Box > type "iexplore.exe /rereg" (no quotes)
Reboot and see if you problem still persists.
Post back your findings.
