Who recommends installing the KB831167 hotfix?

According to your first post, you have WinXP SP2 installed ("iexplore.exe
szAppVer : 6.0.2900.2180") and KB870700 says:

WinXP SP2 gives you an IE version newer than IE6 SP1 (though it's not called
IE6 SP2). I'd concentrate on SP2-specific suggestions in the links I
posted.

And check for hijackware.
