You can not uninstall IE from your XP, as it is a core part of the program.
You can, however, reinstall and.or repair.
However, you might try extracting a new notepad.exe file to replace the
current one, as it may be corrupted. Try the following first and see if it
will help:

If still no joy, then you should try the repair first. If that does not
clear the problem, then you can try the reinstall. Here are the

But, before repairing IE6 SP2 you will have to remove Windows XP Service
Pact 2 from Control Panel>Add or Remove Programs. Then use the last
method in this article, or the following:

If by chance the files needed for a repair from the Add/Remove Programs are
not available, you can use the XP startup disk to add the components to the
computer, or the following:
