Content Advisor - blank entry

Hi,
I have Windows98 and IE6 on my Kids PC. I turned the content advisor on and
approved some sites that the kids can surf safely. After a while I noticed
that the system allows any site to be visited, even if the site is blocked in
the list.

The content advisor approved list had got a blank entry, which probably
causes this behaviour. I have tried to delete the blank entry, but it keeps
coming back instantly. I have run all the latest spyware & virus software and
the machine should be clean. When I deleted the ratings.pol -file and created
the approved list from scratch, the system started to work properly and the
blank entry stayed away for a few days, but now the problem has come back.
Anyone know how to get rid of this blank entry in the content advisors
approved list?
