For the background problem, if you're sure that it's not being caused by
another program, go to Internet Options> General> Accessibility> make sure
that nothing is checked.
Check also Ctrl Panel> Accessibility> Display> uncheck all boxes.
For the Java Applets problem... there's excellent information at
