Status Bar will not appear by Default

Some pop-ups have it and the normal window explorer has it, but the internet
explorer does not have it checked and keep it checked the next time i open.
ive tried locking the toolbars, the ctrl and X (close) out method, and even
going into the reg. to edit the "show status bar" item to yes, though it
changes back to no; therefore, problem persists.
also, the internet explorer has disappeared from the add/remove program
list... therefore no removal or repair... is it normal for it to do that at
this point?
