AFAIK, NoPopupManagement is the only policy setting for IE SP2 pop-up manager.

I saw your original response weeks ag and I tried all of those steps.  There 
are no policy settings in effect.  I also checked the registry for the new 
window settings and all is fone there.
Any other ideas.
