IE 6 does not work

I'm running Windows XP v5.1 SP2 with 4 users. Everything was fine running IE
6 and then one user cannot run IE 6. It keeps getting "The Page cannot be
displayed" as soon as you try to connect to the internet. The other 3 users
are still running IE 6 A-OK. We're running Norton AntVirus continously
(latest is 12/21/2004 rev.33). I also scanned our DB, no viruses. The user
can run netscape no problem to connect to the internet. IE 6 is run from the
identical location for all 4 users. I re-did the shortcut to no avail. Help!
