What testing have you done to find the scope of the problem?
I can imagine (for example) that if you have OE open at
the same time that you close the last instance of IE that there
could be a conflict which would prevent IE from clearing the TIF.
Similar conflicts may occur if other applications also use the TIF.
For example, antivirus scanners are notorious for causing unexpected
symptoms. So, does it work if you first close (or kill) everything else
except the last IE window and then close the last IE window
and wait for iexplore.exe to finish processing?

You could use diagnostics such as FileMon and RegMon to find
out what does happen in such a controlled situation (assuming those
tools don't cause a conflict with the TIF <eg>).

BTW I have no experience with the option as I have no interest in
clearing my TIF that way.

Also can you explain why you are posting about this in a thread
titled IE6 History? The TIF has very little to do with the History.
About the only time you see a relation is when you look at the
History while Offline. Then you will see that only History entries
whose content is completely available from the TIF will be clickable
without causing a connection prompt.
