2nd instance of browser hangs original IE browser

I'm trying to debug a friends problem.

He's running IE 6 on a Windows 98 machine. When he clicks on the link of a
web site that tries to bring up a second web browser, the original web
browser hangs.

It's fine if the web site repaints the page of the original web browser.
It's that second instance of the web browser that causes the problems.

Anyone have a clue how to fix this?
