Apparently I already had the browser set to accept javascript as follows:
Tools > Internet Options > Security > Custom Level
Enable scripting of Java applets

The reason why the web site in question (excite.com) could not be signed
into was because the web site was listed in Tools > Internet Options >
Privacy > Sites as a 'Managed Web site' that was set as having its cookies
'Always Blocked'. Once I removed the web site from that list I was able to
sign into it. I already had the allowance of cookies set for Medium privacy,
but because the web site was on the blacklist it's cookie were still
unaccepted.

All is well now, since I removed the web site from IE's blacklist that would
not accept its cookies.
