I'm not really sure what is happening here, but, try the following and see
what happens:
Open IE and go to Tools\Internet Options\Connections - click on the LAN
Settings and be sure the Proxy server box is UNchecked.
Go Open an ms-dos prompt window (Start>Run>) and type the following (one
entry
at a time), and press enter after each line. A message will appear stating
that these have been registered successfully.
regsvr32 Shdocvw.dll
regsvr32 Shell32.dll (this command only for Win2000 and XP)
regsvr32 Oleaut32.dll
regsvr32 Actxprxy.dll
regsvr32 Mshtml.dll
regsvr32 Urlmon.dll

If you have Zone Alarm, open the Programs tab on Zonealarm and see if it is
giving Internet access to Internet Explorer.
Check your firewall. What AV do you have? If Norton, Uninstall it and see
if that helps.
What is your homepage set to in IE ?
Go to Start>Run and type in sfc /scannow, see if it indicates any errors.
If so, right them down exactly as they are listed.
If these do not work, then I suggest that you repair your IE XP:
