Downloads restricted, please help

For some time now I have been unable to download programs from websites other
than Microsoft.

When I click to download something from any other site a file opens but only
views the contents of where it should be saving the file. It does not give
me the option to save or run which is very frustrating.

I think it may be something to do with my certificates (probably wrong) but
I do not know how to resolve by adding new ones.

Please help as I am at the end of my tether.
