corrupt cache?

ok, to summarize my situation...original problem was not being to access the
current count number on a cgi bin counter on websites. i deleted temp files
and off line files as instructed via windows method. i also setup a new
administrator account to delete index.dat file under the username in
question. i then signed on with new administrator logon and tried to access
the current count number on the cgi bin counters with no success.... counter
displays "0". have refreshed with no success. pls advise what course of
action to follow now. thx.
