Security Alert Message Upon Attempting to Download

On the Windows XP Service Pack II computers of my brother and I, attempt to
download files in Internet Explorer result in the message, "Your current
security settings do not allow this file to be downloaded," with the title
"Security Alert," regardless of how low the settings are.
