I recently had this same problem. I tried everything that you have tried, to
no avail. What finally did fix the problem was downloading and installed the
lastest windows updates. Unfortunately, I don't know which one specifically
as I ran them all at the same time. After doing this, I was able to get the
log in pages (secure) to come up. I hope this helps.
