Try tracing a connection to find out what is happening?
Run... msinfo32 /category IEConnectivity
and execute proxycfg (in a command window) to check the settings.
BTW I have found that proxy settings made using IE's Tools menu
are unreliable. I always use control inetcpl.cpl (or equivalent).
