Browser wont pop out!!

HElp pls... Ive encountered this problem out of absolutely no where!

I was doing some autocad drawings stuff for whole day long. And just when I
wanna check me mail, I log onto my ISP, and try to click on the IE icon on
desktop, but nothing pop out! And although it seemed my internet connection
is on, but nothing seemed to connect at all, MSN messenger, ICQ everything
not connecting.

Wats wrong with this? Prior to this, I din install any new programs nor go
online all day long. Thats why I don think its because of virus. I restarted
my computer many times but still I cant open my IE browser. THe most it will
pop out for a very split second and then dissapear again. Frustrating..
anyone help me with this? Thanks a lot!
